Policy formulation and adoption are poorly understood phases of the health policy process. We conducted a narrative synthesis of 28 articles on health policy in low- and middle-income countries to provide insight on what kinds of activities take place in these phases, the actors crafting policies and the institutions in which policy making occurs. The narrative synthesis involved an inductive process to identify relevant articles, extract relevant data from text and reach new understandings. We find that actors exercising decision-making power include not just various governmental entities, but also civil society, commissioners, nongovernmental organizations and even clergy. We also find that most articles identified two or more distinct institutions in which policy formulation and adoption occurred. Finally, we identify seven distinct activities inherent in policy formulation and adoption: generation of policy alternatives, deliberation and/or consultation, advocacy of specific policy alternatives, lobbying for specific alternatives, negotiation of policy decisions, drafting or enacting policy and guidance/influence on implementation development. Health policy researchers can draw on these categories to deepen their understanding of how policy formulation and adoption unfolds.

A central concern in policy studies is understanding how multiple, contending groups in society interact, deliberate, and forge agreements over policy issues. Often, public discourse turns from engagement into impasse, as in the fractured politics of climate policy in the USA. Existing theories are unclear about how such an "adversarial turn" develops. We theorize that an important aspect of the adversarial turn is the evolution of a group's narrative into what can be understood as an ideology, the formation of which is observable through certain textual-linguistic properties. Analysis "of" these narrative properties elucidates the role of narrative in fostering (1) coalescence around a group ideology, and (2) group isolation and isolation of ideological coalitions from others' influence. By examining a climate skeptical narrative, we demonstrate how to analyze ideological properties of narrative, and illustrate the role of ideological narratives in galvanizing and, subsequently, isolating groups in society. We end the piece with a reflection on further issues suggested by the narrative analysis, such as the possibility that climate skepticism is founded upon a more "genetic" meta-narrative that has roots in social issues far removed from climate, which means efforts at better communicating climate change science may not suffice to support action on climate change.

The mining industries of Sweden and Finland currently face several policy issues around investment, stakeholder involvement, and sustainability. Since the two countries garnered significant attention during the mining boom, research from a social sciences perspective grew significantly. One approach to understanding how these issues in Sweden and Finland compare to international examples is through an analysis of the policy development framework. Looking at three factors-institutions, actors, and process-gives a broad overview of the imminent challenges in both Sweden and Finland and potential lessons from existing research that point to similar problems and their solutions. As the mining operations continue to sit at the center of different values, capable policy is required.

The present study uses the concept of technological efficacy derived from ecological psychology and design studies to offer an alternative way of analyzing how policy instruments affect change. Reasoning from this, the paper outlines a framework for analyzing policy instruments in terms of their affordances. We define affordances as the means through which an instrument exerts influence on its intended target audience. Using this approach, we contend that policy instruments may be analyzed as interfaces that organize social relations and create structures of opportunity and/or restrict possibilities for action. We argue that explicating the pathways through which instruments afford or constrain action is a central task for policy analysis. Our proposed framework of analysis builds on the idea that instruments yield effects by facilitating action and learning. We further contend that the actions that an instrument can facilitate or inhibit are determined by specific affordance modalities of the instrument in conjunction with contingencies of the actor and the policy environment. Examples from research policy are used to illustrate some of these effects.

A growing corpus of empirical findings suggests that appointed partisan advisers are established and influential policy actors within the executive. Their policy work has long attracted concerted attention with respect to issues of accountability and politicization. Less attention however has been cast to concept and theory building, to link empirical findings with extant policy theory. This article presents careful analysis of the leading conceptual approaches to the study of these policy workers. It offers a critique of these approaches but suggests they share common logic and identify common attributes that can usefully be synthesized into a new framework. A framework is then advanced through the elaboration of four key concepts: buffering, bridging, moving, and shaping to focus on the substantive and procedural nature of partisan advisers' policy work. Combined with additional criteria, these are used to develop two subsidiary frameworks focusing on partisan advisers' policy advisory and policy process participation. The study of these actors is argued to not only benefit from improved linkages with policy theory, but that policy theory itself may be improved through focused study of these unique, politically appointed, policy workers.

Since the late 1950s, more than 1,000 academic articles related to policy innovation and diffusion have been published; most focus on how a policy spreads once it has been created, yet less attention is paid to how it is changed by those who adopt it. We extend the focus of policy innovation research from policy inventors to followers by focusing on the diffusion and adoption of the "One Visit at Most" policy in China. Fuzzy-set qualitative comparative analysis (fsQCA) is used to summarize the core factors affecting the reinvention of this policy by provincial governments in China. The results verify the characteristics of political systems are important factors in the provincial government's policy reinvention. The vertical intergovernmental relation is the necessary condition to influence the policy reinvention. The combination of the factors for horizontal intergovernmental relations, the geographical leadership mobility of governors, and the characteristics of the government's own economic environment also affect the provincial government's policy reinvention. This study contributes the unique characteristics of the Chinese system and important theoretical developments to the study of policy reinvention within the broader policy innovation literature.

The California Zero Emission Vehicle (ZEV) rule, adopted in 1990, is arguably one of the most daring and controversial air quality policies ever adopted. Some consider it a policy failure, while others credit it with launching a revolution in clean automotive technology. This paper is the first systematic empirical study of the policy process that resulted in the adoption of the ZEV mandate. We draw upon theoretical frameworks of the policy process, empirical data from public documents, and personal interviews with key stakeholders, to explain how a confluence of technology, policy, and political circumstances created a window of opportunity that led to the adoption of this policy. We expect the conclusions of our analysis to be useful to other policy debates that involve technological innovation.

This article examines a fundamental lot-sizing problem which arises in the context of a make-to-order remanufacturing environment. The problem setting is characterized by a stochastic used-item return process along with a stochastic remanufactured-item demand process faced by a remanufacturer. We explicitly take into account for all relevant costs, including the fixed costs (associated with remanufacturing of used-items and dispatching of remanufactured-item orders in batches) and inventory-related cost (associated with used-item inventory holding costs and rema-nufactured-item order waiting costs). We propose five batching policies inspired by shipment con-solidation practice (three periodic policies and two threshold policies). For the purpose of computing policy parameters, we develop analytical models that are aimed at minimizing the long-run average expected total cost of the remanufacturer. Since the underlying cost expressions are not analytically tractable, we propose easily computable approximations that lead to closed-form expressions for obtaining policy parameters. A careful numerical investigation demonstrates that the resulting policy parameters are highly effective approximations. Then, we extend the poli-cies by considering disposal options when needed. For this extension, an effective parameter-based approximation approach is developed for computational purposes, and additional numerical experiments demonstrate the effectiveness of the proposed approach.

Over the last four decades, Bangladesh has made considerable improvements in population health, this is in part due to the use of evidence to inform policymaking. This systematic review aims to better understand critical factors that have facilitated the diffusion of scientific evidence into multiple phases of health policymaking in Bangladesh. To do this an existing policy framework designed by Shiffman and Smith in 2007, was used to extract and synthesize data from selected policy analyses. This framework was used to ensure the content, context and actors involved with evidence-informed policymaking were considered in each case where research had helped shape a health policy. The 'PRISMA Checklist' was employed to design pre-specified eligibility criteria for the selection of information sources, search strategy, inclusion and exclusion criteria, and process of data extraction and synthesis. Through our systematic search conducted from February to May 2017, we initially identified 1859 articles; after removal of duplicates, followed by the screening of titles, abstracts and full-texts, 24 articles were included in the analysis. Health policy issues included the following topics: maternal and child health, tobacco control, reproductive health, infectious disease control and the impact and sustainability of knowledge translation platforms. Findings suggested that research evidence that could be used to meet key targets associated with the Millennium Development Goals (MDGs) were more likely to be considered as a political (and therefore policy) priority. Furthermore, avenues of engagement between research organizations and the government as well as collective action from civil-society organizations were important for the diffusion of evidence into policies. Through this article, it is apparent that the interface between evidence and policy formulation occurs when evidence is, disseminated by a cohesive policynet-work with strong leadership and framed to deliver solutions for problems on both the domestic and global development agenda.

This study demonstrates how interpretive feedback functions as an intervening mechanism during policy implementation that helps explain variation in subnational climate policy entrenchment. We examine three interrelated climate policy processes in Ontario, Canada from 2001-2018: a coal phase-out (2001-2014), the feed-in-tarriff (FIT) program for renewable energy (2006-2013) and a cap-and-trade program (2008-2018). Successful framing of the coal phase-out in terms of gains for both public health and climate change helped generate a broad-based coalition of support during implementation. Conversely, we find that the FIT and the cap-and-trade programs were vulnerable to framing around losses, especially regarding electricity rates and household costs, which counter-coalitions used to weaken public support during implementation. Our analysis demonstrates that building supportive coalitions for climate policy goes beyond the material gains and losses generated by initial policy designs. Framing strategies interact with policy designs over time to support or undermine policy durability.
